I would like some suggestions on handling cell phone users in the drive thru. Especially during the morning rush or there is a line and they are holding up their finger for "just a minute" while they finish their call.

Funny story about a guy he was on the phone when he pulled up to the window I said in my nicest voice hi may I help you he screams just a minute than looks at me realizes what he did throws the phone and says that was not meant for you that was my ex wife on the phone.
It would only drive customers away if they knew your jammer was the reason the cell signal at your place was terrible.
That said, I wonder whether that is legal.

Yep - to the best of my knowledge they are illegal. See links below if you need more information.
Maybe a sign before they hit the windows asking them to be ready to order as a courtesy to the customers behind them?
