I don't know anything about prices for those machines.
Restarting a machine that has sat idle for a year might be immediately successful, or it might not. Hopefully the boiler was drained and it was cleaned thoroughly before its nap. If not, those are your first two steps. Your most likely issues will be the pump not firing up and/or lack of water flow due to mineral buildup at orifices.
If it is sitting there empty, just perform a good installation and give it a shot. If not, you probably want to call in a tech.
I'll elaborate briefly on the "perform a good installation" part. Verify that it is receiving adequate supply of properly-conditioned water. Verify that it has correct power and appropriately-sized wiring and breaker. If necessary, verify that the machine is set correctly for the actual voltage you have. Run a good (properly sloping) drain. The machine's pre-installation checklist (probably spec sheet) and installation manual are great resources. Once all that is finished, fire it up and see what happens.
I'd recommend calling in a tech, preferably one that works on Dalla Corte.
